What it does

• Keep suppliers with contacts, documents, agreements and blocked or preferred reasons
• Copy approved catalogue prices into purchase requests
• Compare supplier quotations side by side
• Route requests for approval by amount, category and project, with delegation
• Convert approved requests into numbered purchase orders with downloadable documents
• Record partial receipts, service milestones, returns and cancellations
• Record supplier invoices and export accounting CSV
• Prepare drafts for people to edit, and bring in purchasing history from CSV

What it promises

• PUR-003Changing the catalogue later does not change the terms of an approved request.
• PUR-006Approval applies to the exact request revision, nobody can approve their own request, and concurrent requests cannot overspend a budget.
• PUR-007Every approve, reject or return decision keeps its reason, person, time and revision, and delegation expires.
• PUR-009Generating a purchase order document is separate from authorised issuing, and an amendment needs renewed approval before it is issued.
• PUR-010Over-receipt, repeat returns and actions by the wrong role are refused.
• PUR-011An invoice is recorded once per supplier and reference, conflicting evidence is refused for review, and the accounting export happens once without posting or payment.
• PUR-012A full archive can be restored with decisions, files and import history intact, and a corrupt archive fails without partial changes.
